Creating Impact East of the Mississippi

The Windsor Group, LLC is a consulting firm that provides professional services and business solutions to federal government agencies. Selected as an administrator for the USDA Discrimination Financial Assistance Program (DFAP), a program designed to provide financial assistance to farmers, ranchers, and forest landowners who experienced discrimination prior to January 2021, CDMPSC linked arms with the firm as a vendor partner with the expressed mission to deepen their effect, further their reach and create sustained impact for program participants throughout the eastern region (east of the Mississippi) of the nation.

Agricultural workers across the nation have expressed frustration and pain at the losses they incurred due to discriminatory practices that prevented them from farming and cultivating their land. Stories run the gamut of scenarios about unfair lending practices and inconsistent credit requirements making it difficult for farmers to prepare for the season. Some experienced devastating losses that resulted in the upending of their lives and livelihood. In many cases, the losses went unaddressed for years due to lack of awareness of how to interact with agencies such as the USDA and the many programs and initiatives created to address such losses. This fueled the necessity for the major aims of the work for DFAP at a regional level including outreach, ensuring that the people impacted were aware of the program and any events held in relation to the program, making sure each participant understood program requirements, had access to the resources necessary for completing an application, and providing follow-up throughout the application process, including once the application was completed and submitted, providing status updates for each applicant.

CDMPSC delivered innovative solutions for every level of regional support. In addition to hosting a centralized call center supporting regional calls 8a-8p local time and offering virtual technical assistance to participants who needed support completing applications, CDMPSC completed comprehensive case management, in-person technical assistance, and marketing materials such as flyers, handbills and fact sheets and language translation and interpretation services (Spanish, French, Swahili, Armenian, Hmong).

Our focus on outreach yielded impressive results to include 75,365 farmers engaged, 1,709 community events hosted, 28,490 applications distributed, 37,129 FAQs distributed, and 42,601 post cards distributed. The efficacy of our work has contributed to awesome results for program participants and the overall success of DFAP indicated by the over 47,000 applications submitted (from this region alone ). CDMPSC staff reported high levels of satisfaction from their time on the ground working with farmers and reveled in the immediate feedback they received about the relief and joy farmers experienced as a result of our help.
